If you make 3 comments, you can get +3 on your next post.
Only a couple posts a day, unless you're posts are upvoted and stay on the front page, in which case less posts, more throttling.
If you have a bunch to share, drop them in the "post whenever" queue to slowly be posted over days and weeks, sometimes a month.
The point of all this allegedly is to smooth out excesses and encourage active discussion in the comments.
But not all content is worthy of a comment and not everyone has the time/inclination.
Now it's just an annual subscription.
