I have a simple solution. We accept global warming as a gift instead of a curse. Northern Canada is now habitable and arable. Now the water is flowing in the direction of farmland. Everyone in Arizona simply movies to Canada.
Better: Let's all be snow birds. (Migrate depending on the season.) Make it part of UBI so everyone can afford two homes.
