I have a simple equation for selecting which side or government are the comparative bad guys if forced to choose. It total number of civilians killed in the last 4 years. You also add on any draft numbers from the side that drafted them, because those are would be civilians. That is the numerical mark of a country's evil. And you never let it be more complicated. The choice is also to intentionally create a metric than incentives countries to stop involving civilians in their wars, because that's the outcome we want.
I went ahead and calculated this. Civilians killed + drafted into combat. This is the index of evil.

There is also the problem of the Kremlin sending meatbags to the front lines to be picked off by Ukraine's mortars and drones, and I think the Ukrainian government has not appropriately shared its casualty numbers. We can also look to the war profiteers (US, UAE, SA, Germany, China, Iran &c) as partially responsible. And we can look at a broader time frame. FYI to anyone in the US military that has trained artillery operations. Being a meatbag is what that job is all about. We can target things on the other side of the planet, and do it really quickly and accurately. The only reason to perform a multiple day deployment to get an artillery gun to a remote site that can only target a relatively close area, is to have meatbags there worth targeting and thus overload the enemy's ability to target given a large enough count of meatbags. Such that real assets are more likely to achieve their goal.
This is why our military is so huge. It's also why we pay them so little. We're not going to pay someone a proper salary during off season to sit around and wait to be a meat target, while having them do busy work to keep them from thinking about it and give them a reason to think there's another reason they are being paid.
